it is not necessary to go to German consulate for Schengen VISA, you can go to any Schenge VISA agreement country's consulate to apply it, unless you plan only to visit Germany on your trip. there is an Austria and a Danish consulate in Halifax, and a French consulate in Quebec city.
to apply for a Schenge VISA, you should apply it through the country you first enter or the one you will stay the longest.
